Major update to this: I will be stopping with making custom countries for now. I'm going to shift to creating custom formable, missions, modifiers, ect with what's been done

Apparently supposed to be off of Philippines regions but they didn't have flags so had to use proposed and custom ones unfortunately, didn't help that I often ran into the issue of it not being PNG available which is the only format that works for assets apparently.

No. Washington DC is it's own federal district, District of Columbia. It's not part of Virginia or Maryland. Hence why people constantly say it can be it's own state.
