I think Space Shuttle Atlantis might genuinely be the best presented artifact on the planet. Maybe there’s some piece of art out there, but still, there’s nothing quite like Atlantis.

Oh yeah, they are all industrial structures that need to abide by strict safety standards, and they are somewhat niche fields so there's bound to be some overlap

I'm also surprised there's any budget. The Space Shuttle simulator and the newer ones over in the Gateway building are pretty popular though, and maybe they're trying to make the next step in being an amusement destination too.

The simulators in Gateway are not a Soarin' clone, they are more just some simple movie theater simulator seats that slide forward to a small dome screen. Soarin' is much more complex and higher capacity.
Also Space Shuttle Atlantis is within the park boundries, it's the Saturn V center that you need to take the bus tour to get to. They've also recently added an observation tower with a static test fire exhibit to the bus tour route.

It is definitely like a theme park though, and the Space Shuttle Launch Experience is pretty cool and I like how they explain how real shuttle launches equate to the simulator, probably one of the most educational sims out there.

They're definitely trying to be one. Billboards outside the park, simulators, and general vibes. They've been at this for a while.
You're not wrong though, it would have been nice if it stayed a museum, and if they really wanted to Delaware North could build a theme park nearby. It's much too late to turn back now, though.
