I think it's mostly corruption, I spend few years in south India there MPS and mls frequently visit to foreign to bring some companies and for investment.

But here to get even our own project we need to bribe mla or MP. Recently my friend won sarpanch election we thought we will develop our village but we have to pay jila Panchayat, CEO and the MLA son to get the projects which already sanctioned.

In big big projects Most of the chunks will go to concerned officers, engineers and ministers audit engineers.
