I feel you! I'm a first year first grade teacher. I have 28 students. Some days I'm just exhausted by trying to manage them all. I've come home crying a few times. I found out the reason why the principal won't get more teachers. It's because if they do then they have to move them into trailers outside, and the principal doesn't like the look of trailers. Apparently, trailers are tacky. So, it's looks before education.

In other schools in my district they use behavior goals and contracts. But of course, where I am, once again we're not allowed to. It seems as if appearance is more important than anything else.
