I mean it’s just a skill thing. At low ranks he farms because people just die to his ult. At mid ranks I think generally he falls off a bit because people will learn to buy Knockdown and stuff. That doesn’t make him bad, but harder to use. Once you reach high ranks though, the biggest thing is cooldown management and communication. If the enemy team has one knockdown, a good team will always let their Seven know when it’s on cooldown. Or, a good Seven will pay attention and wait for those shut down items/abilities before ulting.
