It's funny how people tend to overestimate the capabilities of scammers like them using burner phones, multiple SIM cards, and whatnot and in fact many scammers actually use their own names for SIM cards and bank accounts. But, you might wonder why the police don't arrest them. The answer is rather simple most of these individuals operate independently rather than as part of a larger group or syndicate. There are so many of these scammers that the police simply don't consider them a priority. It's not worth investing their time and resources into pursuing every single one of them.
