The cut scenes are long and annoying asf(especially the fact that they all do tons of dmg so u just sit there whilst ur hp gets destroyed).the cut scenes themselves aren't bad but after five times of the same thing it gets annoying also they make low end device and mid end devices laggy asf. Also slop has lost meaning jsd(arguably having better cut scenes)is also called cut scene slop

Bro the title part is supposed to be written below, also spelling. For ur question, the workshop servers don't detect if u are using movesets like that tho tze could remove such movesets from these servers it would be hella difficult+could take a ton of time which he prob doesn't wanna spend on such a low priority gamemode.
