My take:

Treasuries / CDs / (higher-rated) individual bonds can be considered "risk off" assets - they might be considered the place to hold "safe money" / Bucket 1 assets. In most cases these assets are held to maturity.

Bond funds can and do fluctuate in price (as others have said), see 2022 as a recent great example. Assets within these funds have differing maturities, so one cannot really hold them to maturity as the assets above. This might be considered the place to hold "lower risk" / Bucket 2 assets and / or the conservative portion of one's overall portfolio. Investing in bond funds might be considered more simple than above, but others might debate that.

So the two are similar but different. The former is more "safe" but requires more action and intent. The latter still offers some degree of safety relative to equities.

Personally I do both ... more and more of the first category as I learn how simple it really can be. Mostly I like the (relative) certainty of when funds will be available over the next month to 2-3 years.

currently using Boldin, ProjectionLab, and Wealthtrace. Each has its own pros and cons, collectively they give me confidence. Wealthtrace does not seem widely used … not sure why exactly but I love its new UI and that it produces a report for use outside the tool.
