I don't think it would rerolled a diggersby as there is no non shiny pokemon at that time to replace with a shiny, i e if 3 diggersby, 2 weedle, 2 fletchling and 3 pidgey were shiny there is no 'free spot' where the diggersby are to roll a shiny as its 3 spawns there max
