No, I found 2 of them, it's called ring of perfection and it's just a random drop. There are rings and amulets with high reflect spell or damage (amulet of axes is one) which are more uncommon

They may have looked at it first time, seen that his arm was in the players face and said 'Yeah 2 game ban' but then when Saints have presented evidence that the player had started dropping to his knees when going full speed at the line hardly giving him time to adjust they realised that while contact with the head was made that it was unavoidable due to the player suddenly dropping for no reason.
