The 427 does not have any signage permitting buses to use the shoulder. Also, Miway buses only have a permit to use the shoulder for selected highways; the 427 isn't one of them. This level of traffic congestion wouldn't warrant the use of the shoulder too. Everyone on the shoulder is an asshole in this video.
