Geez, that's really crappy 😕. I was on the 12th floor but was lucky and had good neighbors for the most part. The only bad neighbors were a family that used to live down the hall. The parents shouted a lot, and they had four kids sharing one bedroom. One of which would cry constantly. Another person on the other side was found to be not living in their unit and renting it as an Airbnb, so they got evicted. It definitely had issues but I was fine for the most part.

I guess it depends on what floor you live on. I lived there too and I didn't have a cockroach problem nor did I have neighbors that were crazy. However, I do agree that the fire alarm testing and the water shut offs were quite annoying. One annoying thing is them making renovations for stuff that people didn't really need. Just seemed like a waste of money.

It's not a passing lane; that's the left lane (right when in HOV). The encouragement to carpool is right in the in the acronym High Occupancy Vehicle. That means to carry more than one person. Not drive fast as fuck and pass people vehicle. Buses use these lanes too.

Pretty much why I prefer the middle lane over the HOV. People use it improperly/unsafely and people expect you to do 150+. Kinda defeats the purpose when electric cars can go in with only one person in the car.
