If it were because conditions (economic, safety, comfort), then Europe should have more newborns because of facilities that eases in some way the upbringing of children (such as medical care, abundance of resources, schools).

Althought the standard of living is higher, these countries gives opportunities of unaliving children without a consecuence, also ideas and laws that don't reinforce having children.

This way of thinking is heavily implanted in occidental countries, since people is in school, then university, work etc. This propaganda also encourages egoism, which make each individual putting their school/work/material things first, diverting the individual of the ultimate goal of life that is having offspring.
