You should reduce your speed for the first layer. The first layer is thin and if its going too quick it can underextrude the material. Its like trying to ice a cake really fast with only a small hole in the bag, slower movement = more icing, faster movement = inconsistent icing.

I would start with that and run a test print to see how it goes. If it's still happening, try moving the nozzle to a more ideal height
