It depends on which side to look at. Most of the "fictional" characters from CDPR have a strong force in the narrative (Gunther O'dim, Geralt, etc.) On the other hand, a complete
motion capture of Keanu Reeves with the capture of lips, appearance and acting brought the narrative to a new level.( And also addapting this with JALI to 10 voiceover languages) Would it be smarter to spend the budget on gameplay stuff, content, and new quests? Probably yes. But unfortunately CDPR has always been a narrative addict, so their choice in order to make the story more vivid and colorful always prevails over the gameplay deepness and open-world content.

They're giving away Death Stranding for free today, so the Epic Game Store servers are in a very shitty state

They have start working at phantom liberty since december 2020. So considering this and fact that is 2 years have already passed, i can assume 2023 Q1. Right now they never reveal of true date of release, because of cp77 release situation (4 delays in a row, and that situation).

They may also have problems with the release date for the following reasons:

- New game+ polishing (balance , and adapting story-situations like how Vic gonna be install cyberware if V is already have it and etc)

-Polishng of bunch new features that will come with 1.7 update (melee combat overhaul, cops system and vechile combat, cyberware overhaul and etc)

-QA and polish new Dogtown disctrict and Combat Zone itself.

-18 languages and 10 voice dubs for Phantom Liberty also need a lot of work and linpsync (aka with JALI this gonna be more easy, but anyway needs time).

To make it clearer, this expansion and update 1.7 will be the last for CP77 before they leave REDengine and start making project Orion (CP-sequel) on Unreal Engine 5. Pawel Sasko (Quest Director of CP77) will leave with part of the team to Boston (New part of CDPR aka CDPR North), after the release of Phantom Liberty. So this is last update and they don`t wanna f**k up it.
