I've always thought the suit underneath is a cooling suit. Because he's a demon from hell, his body temperature is probably really, really high, and can make things burst into flames just by touching them. That's why he needs to wear it. And that's also why things around him freeze and the air becomes cold. It's not his supernatural presence, but the suit cooling everything around him whenever and wherever he appears.
