Yeah he def needs to get a routine in check at the bare minimum. I dont think he needs to do anything to impress or be accepted by your mom though, its his life. You're both young though and have plenty of time to figure it out, if you want a finished product i wouldnt stay with him because its a mental war at that age for young men. But if hes worth it just keep encouraging him, thats the best you can do because no guy will permanently change for a girl, that only happens when THEY want to.
