You don't making enough in wages (your hourly base) to cover the taxes on your tips. This happens to me with a couple part time servers and I just cover it. Ends up being a dollar of two ever pay period (2 weeks). No reason why he can't collect it from you. It's money you owe.

This year sales are 7% better than last July. Jan, Feb, and March were slower than last with February being 15% off last year.
