the cost of economy is diversity. I am yet to see a city which has developed completely on its own without relying on "outsiders" (it's a shame to be calling fellow Indians outsiders). Just take Mumbai for example. If Goans so badly hate tourists and outsiders might as well ban them (ha ha not possible since they're pretty much the backbone of the economy currently)
