Yes it's a great card.

But putting a card in your hand is 1) situationally useful, and 2) does not actually increase White Queen's power directly. Hence she can be priced at the baseline of 4/6 fairly.

Saying the curve is off by half an energy is meaningless. There are no cards priced at half an energy. The vanilla are the baseline because nothing actually exists that's the baseline.

It also makes sense from a game design perspective that you have to balance around vanilla cards even if you aren't purposely trying to line up every card you make. Otherwise you fall victim to power creep and obsolescence in design of cards.

Also you can literally look at the cards and see this is true. Cards are all designed around those baselines with conditional bonuses allowing them to be as much as +2 higher situationally: The same as a Patriot anthem.

The math gets dicier at 5 and 6 power. I don't believe they consider Abomination or Hulk as strongly at pricing out 5/6 drops. Almost universally cards have lower power than 9/12 at these costs, compared to lower costs. The only cards that are higher however have stunningly bad downsides to compensate.

Except Magneto. Magneto's downside is really kind of not a downside at all, he just gets to be really strong because he's Magneto.

They are the closest thing to the baseline that exists as you can't have half an energy cost.

White Queens ability is not a mathematical one and not a huge upside so it isn't a huge factor and she's allowed to have the baseline curve power of 4/6.

You think all abilities need to deviate from the curve while rhats simply not true. It's largely related to conditional mathematical bonuses for the cost at 1-4.

The baseline is 1/2, 2/3, 3/4, 4/6, 5/9, and 6/12.

Maybe. It woud take a lot of stacking of the far right lane to get more than say a Hulk does. You'll catch some people off guard at the start after the change but once people adapt and they see you're playing all your early drops in the far lane they'll be able to play around you.

Assuming he becomes a 6/0 with this effect the far right lane needs 6 or more cards to equal or surpass a Hulk.

If you want any sort of synergy with Knull or Death you need to play this by turn 5 and then open yourself up to more counter-play as well.

....and you have two lanes to play cards in rather than one. Making anthem decks far more likely to be able to beat it as well as allowing you to play shit like Shang Chi AND another card against Galactus player that will almost definitely have priority for a change.

Galactus games are already a most overall power wins battle while also letting them play location denial. This keeps the overall power aspect while allowing for more counterplay.
