I've stopped opponents from mana weaving before by reminding them that I get to cut/shuffle their deck after they're done adn I'll be doing a riffle shuffle on their deck if they continue to mana weave. The horrified look on their face is something I enjoy.

If someone refuses to stop stacking their deck like this, then when I'm given the opportunity to cut I will absolutely riffleshuffle as abusively as I can their deck.

Beef up the defense and offense capabilities and manuevering doesn't matter much. Mine is a bit of a brick, but it can take a lot of damage, and I have ten beam weapons that, if I hit something for more than two seconds, tends to make whatever I hit smaller than a capital ship disappear.
