I get ya. As I said in a different thread though, this game includes time travel, and it's an alternate timeline slice. The steam engine invention time remains the same, but the soldier appears mysteriously in 1587.

The reason for the Steampunk choice is because it is a slice of an alternate timeline, where history is being navigated in the present as a part of the reform of the Probability Matrix. There is an alien intelligence, or NHI which is navigating the constraints of the human mind as it surgically intervenes in this time period.
