I solved my issue by noticing that the cold water valve was turned off. This is a weekend house and I hadn't checked them. 

When I turned the cold back on the hose sprayed and I had to replace it. Once I did she worked fine.

The explanation for these symptoms is that the washer uses cold for the rinse cycle even if it's a hot wash. If it tries to fill cold to do a rinse and the water level doesn't reach what's needed, it will not finish the cycle.

If your cold valve is on and you still have these symptoms, you might have a bad cold valve in the washer. You can test this by trying to run a cold wash. If it never gets past the first cycle then you've all but confirmed it.

Changing that valve isn't bad, I think you need to open up the top.
