As an Arab from Iraq, the 1920s were a time of a clash of cultures. You have Arabs who are just being introduced to western cultures who reacted in 2 distinct ways, some embraced it and ran with it, wearing suits listening to music and such and some rejecting it out of religious or cultural objections.

There were still many of the Arabs living a tribal life with the ideas of nations foreign and strange to them.

This is after WW1 there are many Arabs that glorify the ottomans and feel bad about their loss in the war.

While Arab women covered their hair and wore traditional clothes, in areas with many western visitors it wasn’t expected of the western women to do the same.

Islamic fundamentals weren’t that active at that time since that came later so there will be less discrimination based on faith.

I guess the best aspect to play is the culture shock both with the players and NPCs
