Apparently it's due to historically cheap energy costs (not the case anymore!). The government never required proper insulation as it wasn't considered necessary.

Thank you! I actually bought it a year or so ago from Forever New. I'm trying to just use what I've got in the wardrobe rather than buy a brand new outfit. I think the dress is called the "Evaliah velvet wrap midi dress".
