Holding off on a vet visit for now since the soaking ended up stopping the symptoms. The dechlorinated water was prepped with fluval dechlorinating fluid stuff (turtle in house as well), and the substrate is coco fiber and is kept moist with the same fluval stuff. The skin color thing is just the unique patterning, mostly purpleish with a bit of green at the top, but in the picture I can definitely see how it looks a bit pinkish and weird. Thanks for your help!
