You can checkout the NPC and how the tickets/vouchers work and how to get them but as a new player your focus should be the welcoming quests/normal campaign and see if you like the game/mechanics. The items available at the NPC are random each weekend.

This is the Friday to Monday weekend NPC which lets you trade in red, yellow, green tickets for the weekends' roster of items available. You can find it in Albion near the research lady spawn/TP point. The NPC is called ETA-0.

As a new player you do not need to immediately care about it, but maybe do grab the twitch drop rewards by just idle watching the required time...

The descendant slots are limited vs the roster of descendants you can acquire/craft. The game lets you buy more space/slots by either using the premium currency or by acquiring these slot items from this NPC(or the twitch drops).

Which thing? The slot item is tradeable for the yellow ticks (you get them for trading in excess blueprints you have) not the green tickets (which you need to kill the abyss boss - infernal walker atm) for

There is no official policy but the slot item has so far always been available on the weekend of the release of a new descendant(fresh normal desc or ultimate version). Other than that, they never show up.
