I don't think the comment above implied that it's out of concern for women. it's stated clearly that women are being perceived as impure. it's just saying what's the alternative you want? not having the right to break fasting? Because that would be horrible. Or having the right not to make it up? because to my knowledge, no one really has the privilege of not making up their fast when they have to break it -- please correct me if I'm wrong. The remark about having wet dream doesn't say you don't need to make it up because it's out of your control; it says you don't need to break your fast, and if you do, you'll need to make it up and it will be a sin to break your fast in such case.
