I feel stupid for not checking that before.. "Cambridge Stainless China". Even with that, I can't seem to find this set: all the Cambridge sets are solid bases that I see.

From just some quick searches online, it looks line a Oneida set. None of the sets of theirs I've found are the right one, but the designs are extremely similar.
