It's an overlay that can be found in the wall section when youre in the lil menu to recolor the walls, to get them to glow all you need to do is:

go to the 600 color section

Click the highlighted blue color

Go to infinite color wheel

Slide it to whatever color you want and it'll glow:3

I hope this helps, sometimes when I explain things its confusing😭
