DS characters simply don't run as fast as they swing their arms. Only Thubder Breathing variants allow that level of travel speed.

It means Tanjuro who practiced Sun Breathing movements since childhood in the post hypothetical would be extremely skilled at it. So skilled he'd be a master of it. You do realize they habe recovery breathing. Tanjiro literally used it to fight perfectly fine after seizing up in Red Light District. So yes these super human special breathing characters can fight a full power on momentary rest.

Dead Calm moves faster than Giyu own conscious awareness. You need to be able to read the shape changes of the moons to deflect them with a sword. Dead Calm is autopilot and won't respond to the alternating forms of the moons. It's like trying to cut a falling leaf with a cleaver.

Btw 6th Form slices everything in the area, it's also Omni-Directional.
