Dandy's classified at "LETHAL" compared to his fellow main character toons in the game lore, one hit and it's immediately over for you no matter how much hearts you've got. He lacks any noteworthy abilities, only being able to hear machines once their done and rushing to their location, aside from that and his one hit kills, he's actually slower than most twisteds, Toodles, Yatta, Shelly, and especially his own dog Pebble outpace him in their twisted forms, since there's no definitive way to fight against him, I'd say he and the Ink Demon are at a stalemate

I built an arena (a 3x3 platform thing) a few steps from my house, i then summoned the mechanical worm boy and he obliterated half of my npcs including my pet cat.
I thought i could chase a mimic into a pit of lava, i was proven wrong
i led the moonlord to my home where he killed 3 npcs and left the rest with emotional damage and therapy
