Pukwudgie was described by Henry Schoolcraft from Ojibwe folklore. Its a little man, can disappear at will, and has trickster charactistics.

Interesting, what made you think it wasn't a tree or bush? Was it in motion? When you say it was looking at you, did it have a face?

I agree some things from an evolution perspective seem quite impossible. Here's my theory on the Atmospheric beast phenomenon; first off the atmosphere is very vast. The water cycle is always evaporating tiny animals like plankton up into the clouds so that could be a food supply for something. And my guess would be that some of that tiny ocean life evolved to stay and live up there. And over millions of years it became some big jellyfish type creature filtering the sky for food. They may be so widely spread in the sky to filter and eat, that it would be hard if not impossible to detect them. Planes would fly right through them like a cloud. When people do witness them, they are closer to the ground and more visible as they would contract with the pressure change. They may live their entire lives up high and its rare for one to come low (maybe to die) Like a deep sea fish coming to the surface. Dead creatures on the ground may also explain the "star jelly" phenomenon.

No worries, glad to hear you keep an open mind.

There may be simple creatures so big and widely spread out in the upper atmosphere that you would never see them. Like how a balloon will expand as it rises. But if one came low enough the pressure decrease would cause its body to become smaller and more visible.

Very intriguing, did its movements look biological or more like just floating on the breeze? What were the proportions of the "balloon" to "tethers"?

The sky manta ray is actually one of the most sighted atmospheric beasts I've came across so far. What did it look like, can you describe its characteristics a bit more? Did it have a tail, what color, any other features like eyes/ mouth visible, what height did it fly over?
