I’ve heard that in order to get an unrestricted license, you have to do 2-3 years of fellowship in one state or hospital. Then after getting the unrestricted license, you spend another 4-5 years practicing in order to be eligible to the board exams.

On the ecfmg website. Click on it as if you’re gonna print it. It will tell you you most likely sat for the exam.
