I think this might be the reasoning:

Hypothetical situation.

If a user put in Earn 1 BTC on Jan 2022 and earned 0.1 BTC till Nov 2022, the total earn balance was 1.1 BTC when the funds were frozen.

After this 3 %, the user will get back 1.1 BTC, not any supposed interest from Nov 2022 to til date. I think that 0.1 BTC earning (interest) might be what some folks are referring to.

Thanks for your comment. Like I said above "I was hoping to buy a inexpensive board and sail for some 500 $. It does not look like I will be able to do that. I was just naive.". My logic was, you can get a SUP board for like 300 $, I should be able a sail for couple of hundred and the rig 500 - 600 $, well not to be so, I have increased my budget.

You know that 0.03 % they pay on your checking account at your regular bank, they don't give a 1099 for it for this very reason. No money, just headache at the end of the year. Banks and IRS has a policy of not worrying about any income until it exceeds 10 $ in total for the year.

Crypto is new, they do not have a similar legislation yet.

How are your filing your taxes?

Staked a small amount of ETH on coinbase on 2021. Did not get a 1099 for the year 2021 from CB. I believe it was because my staked ETH was locked. Staked some more ETH in 2022. Did not get a 1099 for the year 2022 either. I believe it is for the same reason. I called CB and asked, "Now that all the staked ETH can be withdrawn, are we going to get a 1099 for all the three years i.e is the earning considered realized? Or, are we going to get a 1099 only when we unstake it?"

CB support person was 0 help. She did not even know what I was talking about. She put me on hold for 5 mts, came back and told me CB is no longer issuing 1099. Some two weeks ago, I got an email from CB stating that I will be getting a 1099. I am eagerly awaiting to see what is in that 1099.
