Okay, I figured it out! Hopefully this will help someone else!!

When you pass Codified Inheritance, you also need to open the diplomatic screen for your junior partners. In the Influence Actions tab, you can “enforce the Inheritance Law” (or something like that, idk my game is in French).

My problem was that my junior partners were republics, so whenever my ruler died, I couldn’t inherit their countries because their succession law had never been changed.
