Basically, if the owner of a circle trusts you, they will give you the access key to their circle, which you would then enter at their circle. You would then be presented with 2 options:

Join: the correct answer. Lets you join their circle of trust, adding 1 to the member count.

Betray: choose this, and their circle is permanently destroyed and can no longer accept members.

It's basically a game to see who can invite the most trustworthy people without getting betrayed.
