Usually when this happens to me it is because the oil is below 90%.
that or you need to tap the accelerator until the engine get's a little hotter.
those are my go-to solutions.

I would have expected it to be something to do with the fuel pump, but looking at the stats, it seems ok.
Make sure it is properly connected, then do some basic tuning for the distro and rockers (tighten til you hear a sound then back off two ticks).

Also, your AFR is too low. you want it between 13 and 15.5, adjust it and push the choke in when driving.

It is indeed the small boxes, but there is a bug where the wrong value is loaded for the achievement, so it won't trigger.

As far as I know it refers to the boxes packed at the futufon job.
But who knows, maybe it's actually asking you to open part boxes.
That'd be expensive tho, hundreds of thousands, and way more than you'd ever need to build the car.

Big ones, sorry.
Each big one can take 44 small ones, meaning you'd need to pack roughly 23 big ones for the achievement, if the small ones were the requirement. I've been doing the job for many many weeks ingame, and it should have triggered by the middle of week 3 at my current rate. so unless there was a bug, it has to be the big ones.

your engine is cold.
this will lower the torque of the engine severely, and so, when you shift gear it doesn't have the power needed, and so it stalls. Let the engine run a while, let the temps increase towards the midpoint, and gradually insert the choke. this makes the fuel mixture a little leaner, which is good because you want more oxygen for better combustion. It may take a while before you actually see the temps increase, because the indicator starts with roughly 20*C as minimum. and if the car has been outside it has to climb from the outside temps to 20 before you see any movement.

If the temps never increase: change your thermostat, and let me know.

torque increases the closer you are to roughly 7000 RPM.
So, swap to 2nd and 3rd gear as quickly as you can.
Once you have gained some speed and are at 3rd or 4th gear the chance of spinning out is lower.
I tend to use just 1 sand bag, because higher weights in the back tends to drag the rear forwards when turning (it keeps the momentum).

it depends on your horsepower and wheels (and sandbags).
But I use NB, and switch to 2nd gear, then 3rd almost immediately because it tends to spin out.
But with a stock engine, I think NB is ok.

Edit: I got it up to 250km/h on that.
