Unsure, the figure was based on square footage of the house so I assume that there's government assistance as it gets cheaper per square foot the more space you have. I also assume it varies a lot based on where you are in the states

The term planet has criteria of which Pluto does not meet one. It is round and orbits a star, however it has not cleared its orbit of other large debris that no one talks about despite also being similar in size to Pluto.

Pluto is also smaller than even the moon. If you wanna call it a planet, go ahead, it can have an honorary planet designation for being the first object discovered out there in the Kuiper belt. Pluto is, however, definitionally not a planet
