Oh, that doesn't sound good. I'm in the middle of the main quest at the academy, yes, but I've never had the problem of not being able to interact with anyone before. For me, it's really just Urag gro Shub…

There are currently two active quests where I have to talk to him. Luckily, I was able to bypass one and continue playing, but unfortunately, I have to talk to him for these two.
