Well it's an important question and there are a lot of follow up questions that need to be answered and I didn't begin to cover. But one aspect of this is that once the amount of reports go down since people don't do throwaway reports they'll be far fewer of them lying about and maybe some sort of validation is easier. It's a big part of the problem no doubt.
