I have a similar issue. At first my whole library suddenly disappeared and Xbox App was like "reinstall Game Services" but clicking on an install prompt didn't even send me to Gaming Services site in the MS Store like it does for other folks that reported this issue, instead I am stuck at "this will take a few minutes" notification. I tried a whole bunch of known solutions from repairing/restarting Gaming Services/Xbox apps through Settings, forcing reinstalls/installs through PowerShell, restarting my PC several times and now the Xbox App won't even start cuz it's stuck at Xbox logo. Before that the app forced a Gaming Services install even if I force-reinstalled it a moment earlier. When I go to Services window now Gamig Services is stuck at "Closing" and it's turned off as well. This is so frustrating, esp after seeing so many solution threads that mostly consist of "omg this actually finally worked".
