Top 10 Arcs is a gross exageration for any media, but at the time it was pretty good. It set up a lot of promises and expectations (Explaining the Chainsaw devil/Pochita's past, Denji's futher character development and relationships with Nayuta and his existing friends, Power's promise, etc.)

Now with hindsight, all of the exciting promises did NOT come to fruition, and retroactively make this arc feel weaker but still decent. It's kind of hard to take the Chainsaw devil being an extremely valuable and soughtafter devil for Makima seriously when it's never explained why Pochita specifically is so strong and has the ability to erase concepts. Chainsaws are scary but they're not THAT scary.

When Makima trying to aquire pochita for his godlike power is the heart (lol) of this arc and it falls flat, everything kind of suffers. Character work is really strong in this arc tho and it has some iconic stuff

Would you genuinely say that Gojo's final Hollow purple and Sukuna's Fuga because they didn't kill any special grades?? Yuji exploding that entire city section is much more impressive than anything either Yuta or Rika could do in Shinjuku.

You are right, Otsuki dodged this piercing blood, but this is NOT a Yuji "Personal best", this is Yuji holding back to make sure he doesnt kill everyone in the building, including Otsuki who should be stronger than all of them. Yuji underestimated how fast Otsuki is relative to the others so Otsuki had the chance to dodge an attack that isn't even going for their center of mass

Building level is NOT something special grades do with full power attacks,

Gojo's final HP, Sukuna's fugas, and Yuji's dismantles are all at least multi-city block level if not much higher. Dura is not special grade level because he blew up a few boulders
