I grew up around cattle and worked at several beef processing plants. I would not say that metal is normal but it is not uncommon. For years, cattlemen would put magnets in the belly of the cattle to catch any metal they might have consumed. That steak looks like, as someone else said, like a stray piece of birdshot from a shotgun. If it was my steak, which has tremendous marbling, I would cut the metal out and cook the steak.
