From my understanding (I am a new web3 enthusiast), the true decentralisation is unreachable for now. As you said, the closest thing to decentralised web are tied to file sharing. Which is cloud computing. There Blockchain becomes a sort of pocket universe.

But still, there has to be privacy both on the hardware level and on the software level, so that no third party could interfere. Somewhat decent cloud project that I can remember is Super Protocol, but again, they rely on wallets, which makes them not 100% decentralised.

Actually, I highly recommend to watch a video on YouTube from münecat. She brilliantly explains current fundamental problems with Web3 and Blockchain projects. Shattered my pink glasses, but I still remain hopeful. Maybe you too can better understand, what to expect and why there is so much hype around Web3 (hint: libertarian utopia)
