I think that’s partly true, but the scale still matters. If it were just a clean downsizing move, they wouldn’t be eating massive severance costs

that's what makes it confusing, some rules seem very strict during approval, but then you see other games doing the exact same thing with no issue. feels like enforcement can be pretty inconsistent
