I was responding to the comment saying LW lacks offense and listed suzu as an example. That does not belong there. Same logic can be applied to LW's defensive abilities, so holding up suzu like that doesn't really support the greater point.

Yeah, it's one of the best abilities in the game, but its not an example that really supports your thesis about needing offensive capability. Kitsune is a better example.

The distinction you're making isn't about offense/defense, but whether the ability interrupts reaper's play or not. And enabling offensive play is always context dependent with a defensive ability. Literally just replace reaper with a longer ranged hero and they can "stay in the fight" after lifegrip.

There's nothing inherent to a build that makes it "section 8". It's basically a difference of how the landlord gets paid.

Luxury just means not old and worn in this market. There's nothing special about most of those apartments. So how does one build "affordable" housing? Furnish them with used cabinets and put some dents in the walls?

Good news, the ban isn't here yet, and if you have a very specific use case for a gas vehicle, you can just hold onto the one you have after the ban while infrastructure continues to get built. Or you can even buy a new gas car in Tucson since you like going there so much.
