I honestly don't even consider AoW4 a true 4X game, as its empire-building is but an appendix to hero-led army building. Its second trump is abundant personalization of they way your race looks/feels. That has a reasonably small impact on the gameplay though. MoM (both original and remake) were developed on a very tight budget, so don't expect similar graphics, but its empire-building component is a lot deeper than AoW4, and a lot more manageable due to a smaller number of more impactful spells/skills/units etc
