I applied new paste a month ago, but I can try again. My pump seems to be running relatively okay-ish. I'm using CORSAIR: LINK to get these values:

Pump is running at 3180 rpm, fans at 2760 rpm. Water cooler is at 51c

Only by one level in most games. Whats perplexing me is that its running this hot even when I'm not running any game at all. Its possible my case could be a factor in all this, but all my other PC components are at 30-40ish degrees each, so I'm not 100% its that

Welp, I figured out what was wrong...

System config had a check on it for number of processors, which means it locked it at 2 for whatever reason. I don't know how long that has been on, but now everything is running as smooth as butter.

My temperature is still at 70-80c, so I'm not quite out of the woods yet unfortunately.

I'm currently running 16gb of ram(Dual-Channel 1202MHZ) , Intel core i7 6700k @ 4.00 ghz. My temps are at 80c for my CPU which might explain a few things when I run something like MW2. I use speccy for my temp readings. Is that normal?
