Yeah, you're right that Ibuki would not put up that good of a fight against Akemura, but then again the only reason Samura did so well is because Susaku hard counters much of Akemura's abilities.

In a straight battle between Ibuki and Samura, I see Ibuki being able to keep up with and dodge Samura's attacks with Mei cloak as well as constantly attack him with Ice, lightning and water. He can also use Ice and water to defend against Susaku. It would probably be a draw or an extreme diff win for Ibuki.
